About the Commission
Who we are
The National Insurance Commission (NIC) is the statutory body responsible for regulating and supervising the insurance industry in Ghana. It was established to ensure the effective administration, supervision, regulation and control of insurance business, and operates under the Insurance Act, 2021 (Act 1061).
As an independent regulator, the Commission works in the public interest — balancing a sound, competitive market with strong protection for the people and businesses who rely on insurance.
What we do
We license and supervise insurers, reinsurers and intermediaries; monitor their financial soundness and conduct; and set the rules and standards the market operates by.
We also protect policyholders — handling complaints the industry has not resolved, maintaining a public register of licensed entities, and promoting fair treatment and public understanding of insurance.
Why it matters
A well-regulated insurance market gives families and businesses the confidence that valid claims will be paid, and that the companies they deal with are sound and properly licensed.
By supervising the market and championing wider access to insurance, the Commission supports financial stability and resilience across the economy.

- Protect policyholders
- We safeguard the interests of policyholders and prospective policyholders — ensuring they are treated fairly, handling unresolved complaints, and stepping in when companies fall short of their obligations.
- Ensure insurer solvency and market stability
- We monitor the financial soundness of insurers and reinsurers — their solvency, reserving and risk — so they can meet their commitments and the wider market remains stable.
- License and supervise entities
- We authorise insurers, reinsurers and intermediaries to operate, and supervise their conduct and compliance on an ongoing basis.
- Promote ethical conduct
- We set and enforce standards of good market practice — promoting professionalism, transparency and fair dealing throughout the industry.
- Advance insurance penetration and public education
- We work to widen access to suitable, affordable insurance and to improve public understanding of insurance and the rights of consumers.
